I usually use that comment in the political sense of America. But yes, He does love the whole world, all of us broken sinners that cry out for His mercy.

I have long held that God does not care about America. He care a lot about the people. I care about America because of it is the only land where you can follow Jesus unmolested, for the most part anyway. (Zo maybe the exception to that last statement).
